Distributed Influence: Enabling Maneuver in a Megacity

Abstract

The U.S. military can successfully operate in a megacity conflict. However, a change to doctrine is required to prevent destruction of the city itself. If current military doctrine is applied, the result will most likely be the destruction of the city itself. The Colombian government demonstrated the ability to systemically affect the operating environment through applying influence at critical nodes and connectors across the entire system. The concept of Distributed Influence proposes a systems approach to understanding the problem and defining the desired state. It proposes how to identify critical nodes and connectors, and how to influence these in order to have systemic effects. This multi-domain and multi-line influence will enable future commanders to maneuver in a megacity conflict.
