Marine Corps Leadership Development: Needed or needs improvement?

Abstract

The need for developing Marine Corps leaders has existed since the Marine Corps' inception in 1775. In the more recent past Marine Corps leadership development programs have existed in some form since the writing of Navy/Marine Corps (NAVMC)2795 USMC's Users Guide to Counseling dated 21 July 1986. Since then the Marine Corps has made several attempts to formalize and improve upon this doctrine, up to and including the most recent draft of Marine Corps Order (MCO) 1500.61Marine Corps Leadership Development (MCLD). The Marine Corps' current attempt provides a senior leader some of the tools necessary to implement an effective leadership development program. However, the program falls short partially due to its weak foundational structure, built upon previous programs that have had mediocre success.
