Proposed Cyber Force Development Strategy

Abstract

In order to improve the nation's cyber capabilities, this paper recommends a cyber force development strategy. This paper introduces the challenges of the cyber domain, presents updated definitions of critical cyber concepts, and shows that previous theories (especially maritime domain theories) are applicable to the cyber domain. The paper uses the Law of Armed Conflict to argue that the military is the right choice for the nation's cyber force. The paper proposes the development of a framework to man, train, and equip the nation's cyber force based on the success of the frame-work used by the Navy Nuclear Propulsion Program. Additionally, the paper shows that the military is the right choice to innovate in the face of high technology challenges.
