Civil Affairs: Winning the Cognitive Battle

Abstract

Currently, the Marine Corps lacks a coordinating element for information operations at the battalion level. Lack of a battalion information operations coordinating element limits the battalion ability to both define the information environment and nest tactical operations with operational-level goals. The Marine Corps needs to reinforce the development of an S-5 section at the battalion level to coordinate information operations through information-related capabilities (like civil affairs) in order to ensure tactical-level plans are nested with operational-level objectives in support of the mission end state.
