Why Burma Democratized

Abstract

For more than 25-years, the Junta attempted to capitalize on perceived economic alternatives to achieve performance legitimacy and retain power. Burma democratized only when the Junta perceived no other alternatives were available. The Junta directed a controlled transition as a means to ensure continued control of the military institution and to prevent transitional justice.
