Narcoterrorism in Afghanistan: Attempting to Make Sense of the Wicked Problem

Abstract

The wickedness of narcoterrorism in Afghanistan is compounded by inconsistency in the direction and resources provided to disrupt the narco-terror nexus. This is most obvious during unit turnover and during the drawdown of coalition forces between 2011 and 2014, leading up to the NATO troop withdrawal. Moreover, the Marine approach has been time-based, vice conditions-based, driven by timelines established by strategic, civilian leadership.
