The Tyranny of Distance, The Cost of HWS, and an Unattained Capability: Naval Maneuver as a Naval Service Problem

Abstract

Littoral maneuver is a naval service problem that requires a naval service solution and one in which the Marine Corps cannot and should not shoulder on its own by developing a high water speed surface assault capability. A surface maneuver capability is vital for the Navy and Marine Corps and it has been the most seemingly difficult capability to evolve compared to other functions of warfighting. This paper documents the factors that lead to the Marine Corps requirement for a HWS amphibious vehicle. It theorizes that the Corps should depart from its trajectory toward a HWS amphibian in favor of Naval Service solution to surface mobility in the form of HWS surface connectors.
