The New Zealand Approach to Interoperability
Abstract
Participation in multination or coalition operations is routine for New Zealand. In order for the New Zealand Defence Force (NZDF) to maintain readiness for coalition operations, it must develop a new approach to interoperability. Whilst the NZDF belongs to a number of interoperability initiatives with its key allies and partners (primarily the United States, Britain, Australia, and Canada), it has not progressed beyond the status quo of an informal and ad-hoc approach. New Zealand's incoherent approach to interoperability stems from a wide ranging foreign policy that requires the NZDF to be able to complete a wide range of tasks with limited personnel and resources. Furthermore, the NZDF strategic documents impart vague intent with regards to interoperability. Developing interoperability is also a challenge given the current environment of American military dominance, equipment acquisition, and network centric warfare. The NZDF must establish a framework to enable interoperability by embarking on a three step plan that includes assessing and analyzing the gaps, establishing governance, and developing and executing a campaign plan that incorporates all three interoperability dimension's.
