Cultural Aspects of Intelligence Reform

Abstract

Post 9-11 human intelligence reforms have not been fully implemented and need to include cultural change as well as structural change. An effective analysis of the unique secretive culture needs of intelligence agencies needs to be done in order to cement effective change within the intelligence community. A combination of organizational change frameworks can be used in order to have the tools necessary to analyze the culture and constitute change.
