Future Catastrophic Natural Disasters on the Home Front: Are U.S. Army Title 10 Forces Fully Prepared for Defense Support of Civil Authorities Missions?

Abstract

The U.S. Army has made significant improvements in the federal response to catastophic natural disasters. However, Title10 forces still lack education and experience in large scale disaster response. Competing priorities and trainingrequirements have directly contributed to the overall lack of knowledge in DSCA operations amongst Title 10 forces. Inorder to ensure that Title 10 forces are prepared to support the nation during disaster response, DSCA-related educationshould be incorporated throughout the Professional Military Education (PME) System for Army officers.
