Driven by Conflicting Agendas, an Analysis of Organizational Change at the National Defense University

Abstract

The budget control act of 2011 led the Chairman of the Joint Chiefs of Staff (CJCS) to reduce the budget at the National Defense University (NDU) and rewrite the universitys mission statement. These two factors forced the NDU to reorganize its administrative and academic efforts. The NDU President assembled his team and began implementing organizational change. However, during the process of organizational change, the NDU President met significant resistance. By the beginning of 2014, a large number of the faculty and staff were openly resisting, turn-over rates were high, accreditation objectives were not being met, and a number of highly skilled professionals resigned.
