Considering the Future: Removing Blind Spots in Forecasting

Abstract

US forces' capability to operate forward underpins the nations ability to maintain a defense far from its shores; however, those capabilities may not always be available, causing US forces to operate in Places Without Bases. To solve this problem, the first step is forecasting and examining the future. While forecasts exist, they may have blind spots which may handicap leaders going forward, so a broader range of futures must be explored. The employment of the scenario matrix tool mitigates these blind spots and facilitates the analysis of the necessity and utility of concepts for addressing Places Without Bases. Forecasts completed with this tool demonstrate the Places Without Bases concepts are necessary.
