U.S. Air Force Energy Savings Performance Contract (ESPC)

Abstract

The objective of the ESPC Playbook is to provide the parameters, requirements, and guidance used by the United States Air Force (AF) for implementing an ESPC. This Playbook replaces all previous versions of the AF ESPC Playbooks. This Playbook defines the ESPC program, primary roles and responsibilities, step-by-step instructions, job aids, and reference documents to ensure ESPC procedures are followed. Requirements in this ESPC Playbook are mandatory. Per the Department of Air Force Instruction (DAFI) 90-1701, Installation Energy and Water Management, AFCEC serves as the central authority and execution agent for all AF ESPCs and UESC. AFCEC centrally manages and oversees all AF ESPC and UESC projects, to include providing reviews and approvals for all stages of the projects and maintaining responsibility for acquisition budgets, schedules, and compliance requirements. Job Aids, resources, and reference materials are provided digitally in links and modified as required by AFCEC/CND. This Playbook does not replace, supersede, or circumvent existing Department of Defense (DoD) or AF policy.
