A Minnow Among Sharks: Cyber Conflict and the Implications for Singapore
Abstract
The cyber domain is a new arena for interaction between states. Much of the current literature focuses on cyber interactions between the major powers: The United States, Russia, and China. However, the global reach of the internet means that any developments in cyberspace will also affect all other states, big or small. In particular, small states such as Israel and Estonia have responded differently to the cyber challenge, with Israel embracing a more offensive posture, while Estonia embraces amore defensive posture. Using Israel and Estonia as examples, the paper seeks to determine which elements of their cyber strategy Singapore should adopt. The MMS paper finds that given current cyber threat, it is imperative that small states like Singapore increase their cyber capability in order to defend themselves in this new domain. In doing so, Singapore must strengthen the foundations of a proper defense through leveraging public-private partnerships, build cyber resilience, cooperate with regional and international partners, and develop cyber active defense capabilities.
