Defense Force Management: Limited Baseline for Monitoring Civilian Force Reductions

Abstract

This report responds to your May 2 1,199 1, request that we review the Department of Defenses (DOD) plans for reducing the industrial and commercial sectors of its civilian work force. Specifically, our objectives were to (1) evaluate the accuracy and completeness of the 5-year Civilian Employment Master Plan that DOD submitted to the Congress in April 199 1and determine whether it provided a baseline for monitoring force reductions and (2) determine what force reduction guidance DOD issued in response to a congressional mandate, as well as its likely impact.
