Killing Our Way Out of a Problem: Ending Lethal Unmanned Aerial Vehicle Strikes Outside Zones of Active Hostilities

Abstract

This paper argues that lethal unmanned aerial vehicle (UAV) strikes should be discontinued outside of zones of active hostilities, or combat zones. UAV strikes result in negative public opinion and create as many enemies as they eliminate. Further, the strikes are an unnecessary violation of other nations' sovereignty. At this time, the US is one of very few nations that engage in these strikes. There is a serious risk of proliferation of their use. This is a particular concern if their use is adopted by repressive regimes. There are existing frameworks for limiting the spread of UAVs, but the US should take the additional step of ceasing these strikes as an example for other nations to follow.
