The Risk to Defense Innovation: The Continuous Restructuring of the Defense Acquisition Enterprise

Abstract

The most recent restructuring of the Department of Defense Acquisition Enterprise, as directed in the 2017 National Defense Authorization Act (NDAA) (Public Law 114-328), has shortfalls with historical examples that will hinder the current efforts of the US Armed Forces to increase technological innovation. The reforms taking place in the Sister Services in order to meet the reforms underway in the Defense Acquisition Enterprise will be productive for a short term. They face the challenge of surviving and producing long-term solutions as new administrations are sworn into the White House and as new Congresses finds failures within the Defense Acquisition Enterprise and directs further reform.The DOD approach and response to the FY17 Defense Acquisition Reform is very shallow and only focuses on the structural part of the directives from Congress. There is enough historical background of Defense Acquisition Reform that could assist DOD in addressing these changes in a matter that better benefits the Department of Defense and the Sister Services.
