Fighting Russia in the Time Gap: Using John Boyd's Theories to Design a New Operating Concept and Structure for the Norwegian Armed Forces
Abstract
To deter or, if necessary, fight Russian New Generation Warfare, the Norwegian Armed Forces must reframe the problem using the cognitive steps of the Boydian OODA loop, and then design both an operating concept and a warfighting organization capable of fighting Russia in the time gap between the initial enemy assault and NATO reinforcement. The orient phase of the OODA includes destruction of preconceived notions and the creation of new understanding. One can integrate this cognitive process with Systemic Design methodologies to develop military concepts and structures suitable for 21st century warfare. Both the OODA loop and Design entail a realistic framing of the problem. Norway's strategic challenge is a situation that is too large for the NAF to handle but too small for NATO to risk escalation to nuclear war. The operational problem for Norway is three-fold: it has a Cold War paradigm, a conservative defense concept, and a classic service structure ill-suited to fight Russia today.
