Sustaining American Maritime Resilience: Marine Transportation System Recovery

Abstract

The US Coast Guard has participated in MTS recovery long before legislative formalization of those roles through the Maritime Transportation Security Act of 2002 and Security and Accountability for Every Port Act of 2006. Consolidation of maritime agencies and services into the modern-era US Coast Guard, and evolution of key legislative acts and executive branch directives during the 20th century indirectly related to MTSR, have positioned the Coast Guard to meet 21st century MTSR challenges. However, increasing frequency and intensity of events adversely affecting the nations MTS have strained the current MTSR regime, creating an urgent need for program review and improvement.
