Lost and Found in Translation: Creating a Shared Understanding of Stabilization Efforts for Development and Defense Professionals

Abstract

Americas national security depends, in part, on reducing violent conflict and creating stability outside its borders. When engaging in conflict-prone environments, the U.S. government combines the various instruments of national power at its disposal to promote stabilization. Although organizational differences make a true whole-of-government approach difficult, these differences also contribute significant value in the form of unique expertise from development and defense professionals that are necessary to achieve success in stabilization efforts.
