Great Power Competition: Developing Foreign Partnerships Through Shared Logistics

Abstract

Can the United States do a better job building international partners and allies through a concept called shared logistics? Can the current assets and efforts of the United States Agency for International Development (USAID) and the Department of Defense (DOD) be combined to develop infrastructure in Africa? These questions are explored to provide a viable option to compete with Chinese predatory lending through their Belt and Road Initiative. The paper explores a method to employ members of the State Department, USAID, and the DOD to foreign lands specifically for nation building. A suggested structure for this deployment is presented in a new organization referred to as the Logistics Task Force (LOGTF). Agency members would train partner nation representatives for sustainable growth.
