Theater Security Cooperation in Support of Counter-Narcotics Focused Objectives

Abstract

This study evaluates the space in which Theater Security Cooperation can effectively address multiple security objectives by evaluating the counter-narcotics programs at US Africa Command. Security objectives between the US and partners can overlap despite varying prioritization. Illicit markets and networks operate on similar principles that allow security officials to leverage skills of counter narcotics trafficking to counter other illicit markets in West African states. This paper argues that illicit traffickers follow similar patterns and have common trends, which can work to the benefit of both the US and partner nations in combating these threats
