A Fractured Force: Reforming the Marine Corps Into a True Total Force

Abstract

This paper argues that the best possible way to satisfy the commandants intent of formalizing relationships and fully integrating the RC into the AC is to give operational control and administrative responsibility of the reserve units to the AC commanders. By reassigning the reserve component regiments under the active duty division level commands and adjusting the service level command hierarchies, the Marine Corps can satisfy the Commandants intent while still retaining its Title 10 responsibilities while also reducing cost.
