Unrealized Potential for Advanced Distributed Learning in the DoD

Abstract

Advanced distributed learning has not achieved its envisioned potential in the Department of Defense (DoD). It is overregulated, unreliable, untrusted, and ultimately underused. With a common platform and common policy to compel its use, it may become all it was intended to be. Until that happens, the DoD will be unable to deliver a premier capability that capitalizes on the mobile learning potential of smartphones and other mobile devices to deliver online-offline anytime, anywhere access to high quality learning content.
