Implementing the 38th Commandant of the Marine Corps' Planning Guidance into the Naval Reserve Officers Training Corps Program

Abstract

The Commandant of the Marine Corps (CMC) and Chief of Naval Operations (CNO) both published guidance in 2019, directing changes to how we train and educate every member of the naval service. Naval Service Training Command (NSTC) is in a unique position to implement this guidance at the deckplate since it provides entry-level education for a significant portion of the naval officer corps. The Education for Seapower Strategy (ESS) implements the Secretary of the Navy (SECNAV), CNO, and CMC-directed changes across the naval service but does not address NSTC or the Naval Reserve Officers Training Corps (NROTC) Program directly. This thesis fills that gap in the ESS by examining the information in the Commandant's Planning Guidance (CPG) pertinent to NSTC, addressing three ways the education and training of midshipmen do not align with the CPG and recommending cost-effective methods for alignment.
