Essential Considerations in Assessing Strategic Arms Control Negotiations with China

Abstract

As the Biden Administration considers how to respond to China's fast-growing nuclear arsenal and whether tobuild on the Trump Administration's nascent arms control diplomacy with China, lessons from the U.S. armscontrol experience during the Cold War offer strong cautions. The United States should recognize these limits,as outlined by historical experience as well as key theoreticians, and consider a palette of constraints as wellas narrowed opportunities if it chooses to continue to pursue strategic arms control with China.
