Marine Corps Multi-Domain Reconnaissance in Great Power Competition

Abstract

The Marine Corps must possess an available, persistent, multi-domain reconnaissance capability focused on key maritime terrain that can collect, compete, and transition to conflict to support Expeditionary Advanced Base Operations and the Joint Force Maritime Component Commander's (JFMCC) fight for sea control and sea denial. To accomplish this, the Marine Corps must establish a standing Fleet Marine Force reconnaissance unit with multi-domain intelligence collection capabilities to support the Marine Corps' ability to conduct limited Title 10 Preparation of the Environment activities designed to shape the operational environment for the JFMCC.
