Talent Management in the Marine Corps. Optimizing Manpower Systems to Meet the Needs of Force Design 2030
Abstract
The Marine Corps Manpower process is laden with inefficiencies that detract from its ability to perform Talent Management. This paper assesses the manpower functions that contribute to Talent Management failures, presents challenges that inhibit change, and provides recommendations for revising the process in support of Force Design 2030. The 38th Commandant desires a flexible system that can adjust to the ever-changing needs of the Marine Corps. Changing individual assignments and tactical capabilities through Force Design 2030 is not enough. The institution must change the way it operates so that it can effectively recruit, train, employ, and retain high-quality officers in a 21st-centuryMarine Corps. Moreover, the methods used to enact change must align with the Marine Corps specific cultural values and not compromise service identity as an expeditionary force in readiness. The Marine Corps can substantially increase its ability to perform Talent Management by clearly prioritizing officer billet requirements, increasing transparency in the assignment process, and empowering the assignment monitors to balance the needs of the Marine Corps with the officer populations desires.
