Internal Controls: Defense's Use of Emergency and Extraordinary Funds

Abstract

This report responds to your inquiry about the Department of Defenses accountability over funds authorized by Defenses annual operation and maintenance appropriations for emergency and extraordinary (F and E) expenses. These funds are used for official representation expenses, such as entertaining the guests of Defense, and for confidential expenses, such as those related to intelligence activities. In fiscal year 1985, Defense spent approximately $25 million for F and E expenses. You asked that we determine if Defense has established procedures to control the use of these funds and whether the procedures are adequate and are being followed.
