Defense Inventory: Defense Logistics Agency Needs to Better Manage Procurement Leadtimes

Abstract

As you requested, we evaluated the Defense Logistics Agency's (DLA) controls over procurement leadtimes used in determining when to initiate a buy. You specifically wanted to know if DLA has adequate management controls to ensure leadtime estimates being used are appropriate to support mission requirements. If they are not, significant adverse effects can occur. Overstated leadtimes can cause increased investment for larger inventories, greater chances of buying excess material, and increased termination costs if requirements change. Understated leadtimes can cause shortages of needed supplies, which could affect the operational readiness of weapon systems or their components.
