DOD Use of Official Representation Funds to Entertain Foreign Dignitaries

Abstract

The Department of Defenses Distinguished Visitors' Program pays for visits of foreign military officials to the United States. The Department's stated purpose for the program is to strengthen ties with our military allies and the potential purchase of military weapons is often discussed. The Secretary of Defense has wide discretion under the law to spend official representation funds for any purpose he determines to be proper. If the Congress believes that the degree of discretion currently permitted should be modified, legislative changes would be necessary to limit the Department of Defense's use of funds for official representation activities. DOD has agreed to carry out GAO's recommendations to improve the management and efficiency of the program.
