Streamlining Government: Opportunities Exist to Strengthen OMB's Approach to Improving Efficiency
Abstract
Weaknesses in the economy and financial markets - and the government's response to them - have contributed to recent increases in federal deficits, which reached a record level in fiscal year 2009. In response to these fiscal challenges, the current Administration has emphasized the importance of reducing spending and improving government efficiency in recent initiatives. These initiatives have included: the Office of Management and Budget's (OMB) requirement for agencies to submit alternative targets for discretionary funding levels for fiscal year 2011 budget submissions that involved freeze and reduction scenarios, including the identification of 126 program terminations, reductions, and other areas of savings identified which, if enacted or implemented, could save approximately $23 billion; contracting and workforce reforms designed to save at least $40 billion a year; information technology management improvements designed to improve efficiency; and holding a contest to seek ideas from federal employees on how to increase efficiency and savings. Recently, the President also established a management advisory board to provide advice and recommendations on, among other things, improving the productivity of federal operations.
