Major Acquisitions: Summary of Recurring Problems and Systemic Issues: 1960-1987

Abstract

Our reports on individual weapon systems show that DOD has had to deal with the problems of cost growth, schedule slippage, and performance shortfalls in the acquisition of major weapon systems constantly since the 1960s. Likewise, the five major studies, which cover the period from 1970 to 1986, show that the problems being experiences today in the weapons acquisition process are similar to those of the past.
