EXPORT CONTROLS: National Security Issues and Foreign Availability for High Performance Computer Exports

Abstract

The U.S. export control system is about managing risk; exports to some countries involve less risk than to other countries and exports of some items involve less risk than others. Under United States law, the President has the authority to control and require licenses for the export of items that may pose a national security or foreign policy concern. The President also has the authority to remove or revise those controls as U.S. concerns and interests change.2
