DOD FINANCIAL MANAGEMENTIntegrated Approach, Accountability, and Incentives Are Keys to Effective Reform

Abstract

We have been reporting on the departments financial management as an area of high risk since 1995.2 As discussed in our recent report on the results of our review of the fiscal year 2000 Financial Report of the U.S.Government,3 DODs financial management deficiencies, taken together, continue to represent the single largest obstacle to achieving an unqualified opinion on the U.S. governments consolidated financial statements. To date, none of the military services or major DOD components have passed the test of an independent financial audit because of pervasive weaknesses in financial management systems, operations, and controls.
