Implementation and Impact of Reductions in Civilian Employment

Abstract

On August 15, 1971, the President directed Federal departments and agencies to reduce civilian employment by 5 percent to check the rise in the cost of Government. GAO sought to evaluate the policies and practices for reducing civilian positions and employment and the impact of the reductions on selected installations and activities of the Departments of Defense, Housing and Urban Development and Transportation, and the General Services Administration.
