Coast Guard: Use of Appropriated Funds for the Morale, Welfare, and Recreation Program

Abstract

The Coast Guards MWR (Moral, Welfare, and Recreation) Program provides personnel and their families with a variety of recreational activities and facilities. (See app. I for a detailed list of the Coast Guards MWR activities and facilities.) The Office of Personnel and Training at Coast Guard headquarters is responsible for providing oversight and guidance for the agency's MWR Program. The MWR Program is managed by the commanding officer of each local unit. This report responds to your September 4,1991, request that we determine (1) the amount of appropriated and nonappropriated funds used to support the MWR Program, (2) how the Coast Guards requirements on the use of appropriated and nonappropriated funds compare with the requirements of the Department of Defense (DOD) for support of its MWR programs, and (3) whether the Coast Guards management of the program ensures effective use of funds.
