VA Health Care Actions Needed to Control Major Construction Costs

Abstract

This report responds to your request that we review the Department of Veterans Affairs' (VA) management of its major construction program. Our objectives were to determine whether VA's methods for identifying construction needs and setting funding priorities are reasonable, VA construction projects exceed program needs, and construction funding is based on sound estimates of project costs.
