Antideficiency Act - Applicability to Statutory Prohibitions on the Use of Appropriations

Abstract

The Constitution preserves for Congress the power of the federal purse. To protect Congress's power of the purse, the Constitution prohibits the drawing of money out of the Treasury except as appropriated by Congress: No Money shall be drawn from the Treasury, but in Consequence of Appropriations made by Law.
