Humanitarian User Group Oversight (HUGO) Phase 1 Final Report

Abstract

This report describes the results of the Humanitarian User Group Oversight (HUGO) program executed by the SIFT and Raytheon BBN Technologies team. The program analyzes social interactions in online forums to provide more effective moderation and mediation. HUGO uses Natural Language Processing (NLP) approaches to extract markers from text informed by social interaction theory. The HUGO approach extracts multiple theory based metrics from social media, such as politeness, social regard, private and public civility and toxicity. The resulting platform allows us to explore the most effective combination of metrics for detecting both anti-social and pro-social behavior. Our Phase 1 effort has focused on detecting and promoting pro-social behavior as an effective means for moving social discourse forward in a positive manner to address the needs of an online forum addressing a humanitarian disaster in another country.
