Export Controls: Need To Clarify Policy And Simplify Administration

Abstract

This report on export controls finds that the administration's control system is overly complex and that there is no effective policymaking structure to clarify export control policies and reconcile them with the need to promote exports. Many of the recommendations are addressed to the Congress for use in its deliberations on revising the Export Administration Act of 1969, as amended. We believe that the recommendations provide for a system which better pinpoints accountability while effectively controlling exports for national security and foreign policy purposes.Such a system would reduce uncertainty in U.S. industry relationships with overseas buyers and help to improve U.S. participation with other governments to control exports.
