Implementation Of Federal Policy On Acquiring And Distributing Commercial Products Is Faltering Badly

Abstract

Federal policy requires agencies to rely on commercial products and distribution channels to meet their needs for products and services. The policy, established by the Office of Federal Procurement Policy in May 1976,was to be fully implemental by August 1979.In reviewing the progress of several agencies and interagency committees to carry out the policy, GAO found that little meaningful progress had been made. The Defense Department lacks a unified approach, and many necessary changes have not been made. The General Services Administration is lagging, and the Veterans Administration has not completed its assigned tasks. The interagency committees have achieved some policy benefits. However, unless the individual Federal supply agency pursues the policy's objectives, cost savings and other benefits will not be achieved.
