WEAPONS TESTING: DOD Needs to Plan and Conduct More Timely Operational Tests and Evaluation

Abstract

DOD budgets over $100 billion annually for research, development, test, and evaluation and for production of major weapon systems. In view of such large sums, decisionmakers need the best information possible on weapon systems' operational performance and risks associated with new technology before approving production start-up. CT and E is intended to provide an independent analysis of a weapon system's performance against operational requirements and the systems reliability and ability to be supported in the field.
