Contemporary Cross-Strait Perceptions: Reimagining Deterrence on Taiwan Through the Lens of History
Abstract
To deter CCP aggression aimed at reunification with Taiwan, the U.S. and Taiwan must reimagine a deterrence by denial strategy that is informed by the applicability of the three previous Taiwan Strait crises in their contemporary context. The relative balance of power in the Western Pacific has shifted to China's favor since 1996 and requires that the U.S. and Taiwan adapt their deterrence strategy accordingly. Only through developing asymmetric capabilities and demonstrating the will to use them can Taiwan and the U.S. develop a belief within CCP leaders minds that China cannot be successful without accepting risks that threaten the CCPs continued sovereignty over the state.
