Utility Energy Service Contract Playbook

Abstract

The objective of the UESC Playbook is to provide the parameters and guidance for implementing a UESC in accordance with AF protocols and requirements. This Playbook contains a basic history of the UESC program, primary roles and responsibilities, step-by-step instructions, job aids, and reference documents to ensure UESC procedures are followed. This Playbook applies to all AF Installations considering using an UESC including contracts via, but not limited to, General Services Administration (GSA), Energy Management Service Agreements (EMSA), and individual installation contracts. AFCEC centrally manages and oversees allAF ESPC and UESC projects, to include providing reviews and approvals for all stages of the projects and maintaining responsibility for acquisition budgets, schedules, and compliance requirements. Job aids, resources, and reference materials are provided digitally in links and modified as required by AFCEC/CNE. Any deviations require written approval from the ESPC/UESC Program Manager, AFCEC/CNE. The ESPC/UESC program manager, AFCEC, and AFCEC/CNE are the sole interpreters of this Playbook.
