A Cost Estimating Framework for U.S. Marine Corps Joint Cyber Weapons

Abstract

U.S. Marine Corps Systems Command asked the RAND Corporation to assess the Marine Corps offensive cyber operations acquisition life cycle and identify ways to improve the transparency of decision making related to cyber weapon acquisition. The goal was to enhance understanding of the tradespace of cost, schedule, operational capability, and risk to help ensure that the new Joint Cyber Weapons (JCW) program can best support and sustain the Marine Corps cyber needs.
