Congressionally Mandated Study on Contractor Debarments for Violations of U.S. Labor Laws

Abstract

The Acquisition Innovation Research Center (AIRC) submits this congressionally mandated study and report (Report) focusing on the issue of labor law compliance among federal contractors and the use of statutory and discretionary debarment as tools to protect the governments interests. Legislation introduced in the current Congress would ban (debar) vendors that have engaged in violations of certain labor laws from participating in federal contracts, grants or cooperative agreements.
