NATO's Women, Peace and Security Framework: Adapting Against Emerging Security Threats

Abstract

Twenty-one years ago, the United Nations passed a landmark Security Council Resolution, UNSCR 1325, on Women, Peace, and Security (WPS). The North Atlantic Treaty Organization (NATO) recognized and embraced UNSCR 1325 by establishing its WPS approach and framework in two subsequent Policy and Action Plans (2007, 2018). Unforeseen emerging threats and challenges such as climate change and pandemics have created an unstable environment and complex problems that require adaptation of the NATO WPS framework. To capture the transformative potential of UNSCR 1325 and generate instrumental change for gender equality and human security NATO must adapt its approach by expanding its framework and revising Article II in the Atlantic Charter.
