Navies Cannot Be Improvised: World War II U.S. Naval Ship Requirements and the Victory Program

Abstract

On 9 July 1941, President Roosevelt tasked the Army and the Navy to draft a report identifying their broad material and personnel requirements if the U.S. were to enter the World War. There is a historical gap as to how the Navy developed its portion of the Victory Program document. This paper analyzes the processes and analytical methodologies the Navy used develop both the overarching national strategy and naval requirement included in the Victory Program.
