U.S. Naval Expansion, Advanced Basing, and the Army-Navy Rivalry Over Guam From 1898-1922

Abstract

Following the Spanish-American war, the Far East gained importance. The Philippines was a priority for the general and joint boards, however many, including Alfred Thayer Mahan, believed Guam equally important. Understanding the events leading to the unsuccessful development of Guam as a first-class fleet base requires looking at primary debates surround the Philippines.
